New forum features

Hey guys,

I've added a couple new forum features-- sticky topics, and "topic moved" notification. So now when the moderator moves a topic from one forum to another, you'll see a "moved" notice in the original forum.

Sticky topics will remain at the top of the forum topic list. Only the moderator can make a topic sticky, but you can ask me to make a topic sticky if it's appropriate.

This is yet another OT comment but I thought it might be nice if there was a chatroom in here John Cooper.
