Why opening a new thread ?
You got a .rgy file containing the keys.
That works w/ latest Noah system software installed.
Everything doing w/ the Remote Editor Software and Noah as you discribed above, should also work w/ Noah standalone, using the frontpanel and without a computer connected and NRE software running.
Does that work ?
Noah doesn´t need a computer urgently once it runs flawlessly,- except for the latest version of Prophet5 device which has a bug.
You only need the software for installation, creating and editing presets more comfortable and synchronizing Noah hardware w/ the RE software for bi-directional file transfers between software and hardware (incl. CF card) and by using the synchronizer.
Keyfiles,- ".allkeys" or ".rgy",- have nothing to do w/ flashtool (re-flashing Noah).
The re-flash procedure doesn´t install these files at all.
What´s the system software version number on your Noah ?
Go to system page on Noah frontpanel and have a look ...

It should read a higher version !
Is the Noah Remote Editor software running on a Windows XP machine on your end ?
If not,- there´s no help because we aren´t sitting in front of your screens as also don´t know if your Noah is in perfect technical condition or not.
.oxe files aren´t only for optional devices.
You can delete every device you want from Noah and install every device one by one all new,- both by using the synchronizer.
But when you do for the 1st time, you need the correct keys to activate.
Page 28 in the english and german manual explain how installation via .oxe files works,- and here it is:

Installation of additional optional devices
Storage of additional optional devices into Noah must be done using the Synchronizer.
Once you’ve installed a new device onto your computer from the appropriate OXE installation file, it appears marked in yellow in the Synchronizer, along with its preset list or lists (likewise marked in yellow).
Click the associated folder icon to activate them and then click the ‘Synchronize’ button to start the upload to Noah.
Once the upload is complete, switch Noah off and back on.
The new device is now immediately available for use.
I put the oxe-files into the attachment for you.
The Noah manual is old and from Creamware times.
Forget the "request string" and upload to Creamware server which doesn´t exist since stone ages.
Noah is also not a S|C device,- so no keyservers running for Noah over there.
You have to be patient and do all yourself manually and until it works.
We, and possibly you too,- don´t know what the previous owner of your Noah did w/ the machine, if it always worked flawlessly until he sold it and so on.
Too many variables ...
And we cannot read the entire manual for you.
I had luck,- mine works and when I bought, it was in very good condition.
I only re-flashed because it had the very 1st system software installed still,- so I waded through all kind of hassle.
Later I recognized, most errors were caused by my own mistakes.
I doubt you´ll find a step-by-step instruction to fix your malfunctioning machine,- and I myself, I already forgot what I did exactly in which sequential order to make it work.
You do it once until it runs,- and from there it´s a "set and forget" thing, you know.
In the past, Noah and NoahEX came completely pre-installed and only users buying optional devices had to perform installations and activations,- and on the very last version almost everything was pre-installed, except Prophet5.
So, not many users have knowledge about setting up a Noah machine all new and from ground up
That´s why you won´t get many answers here.
