small midi utility

My cable whip seems to be weird (have had a look at the actual midi cable part and everything seems fine).
I only get garbled midi in on my card.
If I use a usb to midi thing it works fine.

Right now, I have to have reaper installed to route incoming midi from my usb to midi converter, to scopes sequencer input.

Isnt there a tiny program that will allow me to do that instead of reaper?
