Windows 8.1 zoom tool for SCOPE?

I'm looking for a zoom tool for windows 8.1 that I can either zoom in on a single window (ie- a single device window)...or be able to have the equivalent of screen sets, with zoom settings saved as presets. Or maybe something I haven't thought of.

Any tools to do this (aside from the lame magnifier in windows) that have your recommendation?

Did you get a 4k screen? Everything is nice and big on my 23" 1080p

In Windows 8 you can press the Win++ keys (the Windows button and the plus button) to zoom in.
