How about this? For any new members to get their account activated, they have to provide a keyfile and a photo of the hardware serialnumber sticker that belongs to the keyfile? Otherwise they won't be able to post antything. That would kill off all spammers immediately.

Not for potential new customers.

for potential new comers
maybe a moderated message system before its posted so it has to go through an approval first by the mods
that way the mods see the context of the message and delete and ban the person before it getting to the forum
i run several yahoo groups and that is what we do for new registered users
it takes about 2 months and reading several of there messages before the block is lifted

I have banned them, deleted them, but they seem to have sort of a special way to come and come over and over again...

Nester, you might have to try & figure out where they are from in the world, and ban any access from that IP address. This is not as difficult as it sounds, the PHPBB probably logs this when a connection is made, or a new user is requested.
the phpBB site might have some more information on how to handle this. And thanks for doing the dirty work to keep this place clean!

i told already in another thread;
just ping the url to get their ip addr.
it is a manchester provider server located in swiss;
you may block the ip;
you may block contend like *kitchen*
or we may ask gary to add their various mail addresses to the scope advertisements;
im sure they need scopeplugs for their kitchens as well as scope needs kitchens_
just in case the poster is in no relation to the kitchenstuff;
each mailaddr can be found similar;
good vibes

I don't know what's up with these guys. Ridiculous...
Despite all the various question/answer countermeasures, they still manage to get through.
I'll temporarily change it to require administrator approval for every new user- and see how that goes.
