Filter range ?

Just one about filters. STS 5000 here
Filter CutOff is on CC70. But if i move knob on my controller (with CC70 programmed)i dont get any filter movement at all. But if i go in Filter page(inside STS) and if i change Filter cutoff from value 99 to 60 (just example)then i can hear some movement when turning my controller but that movement is not in full range. It is just slightly changed.
Am i missing something?? Should i also set up something else? In short word i want that when i put my controller knbo to smallest value there is no sound(or just low rumbling) and when i push knob up i have simple filter sweep (assuming that i use LP or HP, whatever)all the way to unaffected sound. Just like any other filter. But i cant map that range ??
