usb hubs/bandwidth

Hope someone has a recommendation for this.

AMD 3200+
Asus A8N-SLI Motherboard
2 Gb RAM
200 Gb Hard Drive
XP Pro

I just got myself (what I thought is) a powerful computer. The problem is when I try to hook up the Tascam US 428 and Line 6 PodXt via usb. The Tascam takes up 72% bandwidth and the PodXt takes 38%. There are two USB hubs, one standard and the other enhanced. The thing is that everything is hooking up to the standard hub only. Nothing is attaching itself to the enhanced hub. In "Device Manager" it’s completely empty, except for the "system reserve". Neither of the devices I'm using are USB 2.0. They do work perfectly fine on their own, but can't co-exist on the system. Everything attaches itself to the standard hub only. For a motherboard that has TEN USB ports, there has to be an answer to this frustrating situation.
I have tried everything.....
1) Trying different connection variations to the various USB inputs both the motherboard itself and through the extension slots at the front/back of the case. I've also tried different powering up options. There's also no strain on power requierments.
2) I loaded the motherboard drivers from the supplied C.D.
3) I've updated the BIOS.
After all this I'm still with the same situation.

Any tricks and tips would be appreciated.
P.S. I tried to log onto the Asus support, but their support page is down at the moment.

that sounds about right. usb is not what it's cracked up to be....if you're using a scope card, do you need the tascam io for anything? can't you use midi if you want the control surface? maybe something else would be better(something with adat connections) if you need the io/mic pres....
