what sequencer to get pro tools, nuendo, cubase or pro logic
I suspect that you plan to use the sequencer in combination with a Scope system. And thus, I wouldnt recommend Pro Tools. I dont know of anyone who uses Pro Tools with any Creamware system. Who told you it was "the best" sequencer? I dont agree with that at all.
Of those you mentioned, Nuendo, Cubase SX and Logic Pro all should work well. But if you use a PC I guess Logic is out of the question since its not supported for the PC platform any more.
Personally I use Cubase SX and it works very well. I find it to be intuitive and easy to work with. I cant tell you exactly what the difference between Nuendo and Cubase SX is, but Cubase SX is built with Nuendo technology. I would hazard a guess that Nuendo is basically the same, but with even more functions.
Hope this answers some of your questions.

ditto the last post.
also sonar2 and samplitude and live are also great programs. although i find cubase sx/nuendo to be the best sounding sequencers, one of the others might fit your needs better, so basically check the features, make your choice and you'll be fine.(and NO, pro tools is not the "best" sequencer...)

You can still get Logic on PC for cheap at places that haven't cleared out their 5.x inventory.
What is it you want to do with the sequencer? Pro Tools HD is only a wise investment if you're making a lot of money recording and mixing. If you're just using a sequencer for recording and mixing your own music, I would go with either Cubase SX or Logic (or Sony Vegas or SONAR or Samplitude or MOTU Digital Performer or what have you). There are advocates of each but no hard and fast rules on how to choose.
If you are planning on running a commercial operation, make sure you get something that supports importing and exporting at least OMF v.2.
Skip Nuendo, it adds film and video and sync options which you probably aren't interested in. The price tag is stupidly huge, too.
Cheers,
Johann
(Edit: Duh. "Pro Logic" == "Logic".)
