Trying to install SFP 3.1c over 3.1b. Options like "Pulsar **" and Pulsar XTC, nothing that says "Pulsar II". Which one do I use?
Any other install tips would be appreciated

Use Pulsar if you'll be using the routing window, which I'd recommend.
Use Pulsar XTC if you'll be using the devices only from within your VST sequencer.

What's the differnce between "Pulsar" and "Pulsar **"?
Are the two asterisks supposed to mean "2"?

They are one and the same, the ** refers to ProPack owners and indicates they should read the readme file.
Pulsar I & II owners would select the Pulsar install option.

you can always just install scope/sp.the devices you don't have keys for will just be inactive.
