your Cubase settings look good.

my guess is that it's not related to Scope or Cubase, but to something in windows(maybe) or a hardware issue(more likely).

Are you using system link to connect to a Steinberg app on another computer?

Uncheck the "Active" box on the "VST System Link" page. I don't know that this will fix your issue but it's using at least 1 bit of that ASIO output and you don't need it.
