Since the machine doesn't properly reboot when it restarts, it's not in my opinion you're about an OS related issue (no bios splash screen means the machine halts before loading anything from HDD).
If this still happens with updated BIOS and with a different power supply unit, you can also try with a fresh OS installation, but you should have to contact the support center.

ADDED: Does it properly reboot if you click the restart button in Xp?

There was a PSU from Enermax (don't remember the model) remaining on for a while after shut down with components cooling purpose...




My P5GDC machine sometimes reboot even after several seconds of OFF state... (and I have to stop it before it start to load the OS, or to wait till the whole bootstrap is completed)
