I think you must be talking about the tools to make XTC plugins. John Cooper was saying that was getting distributed around, so listen to Warp69

the pre-release of the new Scope/DP is in very limited pre-beta testing right now. while it primarily adds support for building XTC-compatible devices, it is also a significant general update to DP, afaik.
