probably.
i would go to the Steinberg user forums and ask. your current problems are mostly problems using Cubase. they are probably problems that others may have had. you could also contact fx expansion(BFD). contact support.

is 1.5 a 64bit plugin?

I think that Cubase still has their 'bit bridge' for 32bit compatibility, but BFD 1.5 is so old I'm not surprised it's blacklisted. Moving this to OT forum btw... (will leave shadow topic so jasonh sees and understands that this is no longer Scope related).
