yes, for stable operation, usb controllers 2939, 293C, 2936 and 2935 should be disabled in the device manager(highlight or right click and choose "disable").
if you have additional PCI slots, i would try moving the cards around a bit. you might find a better combination. before all that, go into the BIOS and disable unneeded ports such as serial and parallel ports. disable built-in audio if you are not using it.
irq sharing with the Scope card is ok, EXCEPT for LAN, Firewire, Audio and USB. any of these things that share with the Scope card should probably be disabled as the Scope card is a realtime device and cannot wait for those pushy and "chatty" devices if they get the attention of the CPU first.
you will likely need one or more USB hubs, if you use quite a few USB devices as the disabled controllers usually disable some USB ports.
