Cubase 7 scope 5.1 xtc not working

hello

my system is win 7 64
scope 5.1
cubase 7 64

trying to open xtc plugs in cubase

followed the regular instructions on xtc set up , when trying to load xtc plugs as instruments or as regular vst's
cubase freezes

in "device setup" scope is shown
but in "vst connections" i can't connect scope to the input or output busses

any ideas?
