When using a S/TDM cable, does the second card need to be in

Does anyone know if it is possible to connect two cards together with a S/TDM cable - but only have one card actually inserted into a PCI slot?

It needs the slot.

the stdm cable is for dsp data transfer only
the slot connection is used for supply power, to detect the presence of the card at all, and (most likely) to send (software)control and configuration data specific to that card
