Program Changes

Since upgrading to Pulsar 3.0 on my PC, the new versions of the synths do not accept program changes from Cubase (version 5.0/32).
The version 2.04 synths still accept program changes and the midi monitor shows the program changes being received by Pulsar, but nothing happens on the new versions (e.g the miniscope).
If you have an answer, do you know if it is possible to send bank changes too, and if so, what is the setting in the Inspector in Cubase?
