Yeah, I have this problem too... there's a work around though. I think you just copy the plugin installer files (the oxe ones) into C:SFPAppOxe and then restart the Scope software. They'll get installed from there.
If that doesn't work, do a search and you'll find the fix. That's how I found this ...
